Applications are invited through ONLINE for General Recruitment to 87 posts of Civil Judge in the Telangana State Judicial Service, comprising of 70 vacancies to be filled under Direct Recruitment, and 17 vacancies to be filled under Recruitment by Transfer. The application will be available on the official website of the High Court "that,gov.in" FROM 13.03.2020 to 13.04.2020. The Last date for submission of Online Application is 15.06.2020 upto 11.59 p.m. The Handwritten / Typed / Photostat copy / Printed Application Form will not be entertained either directly or by Post or by Courier or in person.

2. Qualifications:  i) Section Officers, Court Officers, Scrutiny Officers, Accounts Officer, Court Masters, Personal Secretaries to Hon'ble Judges, Personal Secretaries to Registrars, Translators and Deputy Section Officers, Overseer, Assistant Section Officers, Computer Operators, Assistant Librarian, U.D.Stenos, Assistants, Readers and Examiners, Telex Operator, Telephone Operator, Typists and Copyists of the High Court for the State of Telangana, Hyderabad. ii) Chief Administrative Officers, Senior Superintendents, Superintendents, Stenographers Grade-I, II & Ill, Senior Assistants, Junior Assistants and Typists of the Judicial Ministerial Service of the State of Telangana; iii) Assistant Public Prosecutors, Senior Assistant Public Prosecutors, Additional Public Prosecutors Grade-II; Of Prosecution Services of the State of Telangana; iv) Section Officers in the Law Department of Secretariat of the State of Telangana; v) Section Officers in the Legislature Department of the State of Telangana; and vi) Managers of the Offices of the Advocate General; Government Pleaders and Public Prosecutors of the State of Telangana; Provided further that no person shall be eligible for appointment to the

3. The scale of pay of the post of Civil Judge is Rs.27,700/- to Rs.44,770/-.

Age: Only those candidates who possess the qualifications prescribed under Telangana State Judicial (Service & Cadre) Rules 2017 and as per subsequent amendments issued to the said rules, vide G.O.Ms.No.3, Law (LA&J-SPL.B) Department, dated 06.1.2020, shall be eligible to apply.
Application Fee: The applicants who belong to OC/BC categories have to pay an amount Of Rs.1,OOO/- (Rupees One Thousand only) towards Online Application processing fee/Examination fee, whereas the applicants belonging to SC/ST categories have to pay Rs.500/- (Rupees Five Hundred only) towards Online Application processing fee/Examination fee. Applicants belonging to SCs/STs, hailing from other than the State of Telangana have to pay Rs.IOOO/- (Rupees One Thousand only) instead of Rs.500/- (Rupees Five Hundred only)

Direct Recruitment :-

1. A person to be appointed to the category of Civil Judge (I) Must posses a Degree in Law of a University in India established or incorporated by or under a Central Act or a State Act or an Institution recognized by the University Grants Commission and enrolled in the Bar Council of Telangana or in the Bar Council of any other State. (and) Must have been practicing as an Advocate or Pleader in any Court for a period of not less than 3 years on the date of Notification for recruitment to the post. (and) Must have attained the age of 25 years and must not have attained the age of 35 years in the case of OC Category and 40 years in the case of persons belonging to Scheduled Castes, Scheduled Tribes and Socially and Educationally Backward Class as on the ISt day of July of the year (i.e. as on 01.07.2020) in which the Notification for selection to the post is made.

Must be a Law Graduate possessing a Degree in Law from a recognized University as mentioned in Clause (l) above, who is eligible to be enrolled as an Advocate and who has secured an overall 60% and above marks in acquiring such a Law Degree in case of open categories and 55% and above marks in respect of other reserved categories and has not enrolled as an Advocate. To fall into this category, candidate must have obtained Degree of Law within a period of three years prior to the date of Notification. (and) (b) Must have attained the age of 23 years and must not have completed the age of 26 years as on the ISt day of July of the year (i.e. as on 01.07.2020) in which the Notification for selection to the post is made. The upper age limit is relaxable by 5 years in case of persons belonging to Scheduled Castes, Scheduled Tribes and Socially and Educationally Backward Class .

(Ill) Persons who have enrolled as an Advocate, but do not possess three years practice at the Bar would be eligible to appear in the recruitment for the post of Civil Judge, under the category of fresh Law Graduates, provided they satisfy the other requisite eligibility criteria. Candidate must have good character and is free from any infirmity which renders him/her unfit for such appointment. No person is eligible for appointment to the posts of Civil Judge, if he/she

1. Is not a citizen of India;

2. Is dismissed from service by any High Court, Government and Statutory or Local Authority;

3. Convicted of an offence involving moral turpitude;

4. Is or has been permanently debarred or disqualified by the High Court or Union Public Service Commission or any State Public Service Commission or any other recruiting authority from appearing for examinations or selections conducted by it;

5. Directly or indirectly influences the recruitment authority by any means for his candidature;

6. Has more than one living spouse;

7. Marries knowingly a person having a spouse;

8. is arrested in connection with any crime involving moral turpitude. All the candidates applying for the posts of Civil Judge under direct recruitment and recruitment by transfer, must be able to read and write the Telugu language.

Selection Process :-

1. Minimum Marks to be secured in the Written Examination to qualify for Viva-Voce: The candidate applying for being appointed under direct recruitment or by transfer who secures not less than 60% of marks in Papers I and II each in the written examination shall be eligible for viva voce carrying 50 marks. The Scheduled Castes and Scheduled Tribes candidates who secure not less than 50% marks in Papers I and II each in the written examination shall be eligible for the viva-voce carrying 50 marks. From among the candidates qualified and eligible, the High Court shall call the candidates for viva-voce in the ratio of 1:3 proportionate to the vacancies notified. Further if more than one candidate secures same cut off marks, all such candidates shall be called upon to appear for viva-voce. The final selection of the candidates is based on the aggregate marks obtained in written examination and viva-voce.

2. Viva-Voce: Viva-Voce, shall carry 50 marks. Any candidate who remains absent for the Viva-Voce shall be deemed to have been disqualified for selection. (The object of Viva-Voce is to assess the suitability of the candidate for the cadre by judging the mental alertness, knowledge of law, clear and logical exposition, balance of judgment, skills, attitude, ethics, power of assimilation, power of communication, character and intellectual depth and the like of the candidate.)

3. Merit List: After result of written examination is announced, qualified candidates in the ratio of 1:3 proportionate to the vacancies notified in the respective categories shall be called for Viva-Voce. Provided that if there are more than one candidate who have secured same cut off marks, for maintaining the ratio of 1:3, all such candidates shall be called upon to appear for Viva-Voce. No TA and DA will be paid to any of the candidates appearing for Screening Test/Written Examination/Viva-Voce.

Steps to Apply :-

In continuation of the High Court's notification under reference 2nd cited, it is hereby informed that in view of complete lock-down due to COVID-19, the last date for submission of applications through online for appointment to the posts of Civil Judge notified under reference ISt cited, is further extended up to 11.59 p.m., on 15.06.2020.
